Joseph Stalin said: "A single death is a tragedy; a million deaths is a statistic." Regrettably, we react dramatically to the tragedies and often ignore the relative infrequency with which those events occur. We had just such a tragedy in San Francisco this past week when a juvenile released on home detention awaiting hearing was implicated in a homicide. Now the finger–pointing has begun with police suggesting that the court and probation department are too lenient with youthful offenders and the District Attorney's Office commenting that the juvenile was released over their objections.

This week saw two news items appear on the same day and in the same newspaper, painfully showing how detached from reality San Francisco City Hall has become. The front page told the tale of Orlando Ware, a young and habitual criminal, who gunned down a teenage drug dealer from whom he had moments before stolen dope.

CALIFORNIA IS ignoring the essence of childhood in the way it punishes children who commit terrible crimes.
Consider these two cases.
After a Pony League baseball game in the spring of 2005 in Palmdale (Los Angeles County), Greg Harris, the 13–year–old losing pitcher, was teased and taunted by Jeremy Rourke, the 15–year–old brother of another player. The 85–pound pitcher reached into his bag for his bat, and swung it once at Jeremy's knee and once at his head, killing him.
For that crime, Greg received a prison sentence of 12 years.
